Kevin Duggan | Board Chair

Kevin Duggan served in local government for over 40 years including 27 years as a city manager.  He has a BA in Political Science and a Masters in Public Administration from San Jose State. He served as Mountain View city manager from 1990 to 2011. He then served as the West Coast Regional Director of the International City/County Management Association (ICMA) from 2011-2019. 

He has served as President of both the City Manager’s Department of the League of California Cities and Cal-ICMA and also served on the State Board of Fire Services. In 2013 he was awarded the National Public Service Award by American Society for Public Administration and National Academy of Public Administration. In 2019 he received ICMA’s Distinguished Service Award.

He has served as a conference presenter/trainer for ICMA and has written a number of articles for professional journals and two e-books with topics ranging from budgeting during tough economic times, city council/city manager relations and ethics.

Kevin currently serves as an ICMA/LCC volunteer Senior Advisor in the San Francisco Bay Area. He was drawn to serve on the CHAC Board due to his long appreciation for the critical and important role the organization serves in assisting clients throughout the north county.
